PAY FOR PERFORMANCE IS COMING

The Department of Interior is working on legislation called "Working for America Act". Their objective is to link your annual raise with your performance. In theory, that sounds great! Employees that work hard will be rewarded, employees that perform poorly will not receive a raise and/or will be encouraged to improve their performance or disciplined. No one wants to work with (or for) a slacker. However, most employees realize that favoritism and cronisym is still alive and well. No system will ever address this head on and the Union is not convinced this system will work any better than the one that is currently in place.

We have serious concerns about Management following the new OPM guidelines for the current EPAP system. At least now we are still receiving across the board increases each year which barely keep up with the cost of living in California. This new system will put those raises totally in the hands of your supervisor and managers. The overall total costs of the raises (government wide) will be determined by OPM for the first couple of years, and by the agency after that.
